Why rules have exceptions

Just saw this story about a dude with lung cancer who won the lottery. (Hey, at least he's lucky somewhere.) He's fighting to get his money in a lump sum to help pay for his care rather than over time, since he, well, doesn't have any time. Come on now. Let the guy get the money he won.
